Jesse W. Lemon, Esq., is a partner and the firm’s leader of Cyber, National Security, and AI. He advises clients on cybersecurity, national security, privacy, incident response, and advanced technologies. He previously served in the U.S. Department of Justice Office of Privacy and Civil Liberties, contributing to the EU–U.S. Data Privacy Framework and managing breach response matters. Jesse began his career in private litigation and at the Department of Veterans Affairs, reinforcing his administrative and appellate experience.
His background includes nearly a decade at the Department of Homeland Security’s (DHS) Office of Intelligence & Analysis, where he counseled on national security intelligence, interagency vetting, privacy frameworks, and AI/ML policy. He previously served in the U.S. Department of Justice (DOJ) Office of Privacy and Civil Liberties, contributing to the EU–U.S. Data Privacy Framework and managing breach response matters. Jesse also has extensive experience with commercial litigation at the state and federal level, including administrative and appellate experience and taking matters from inception through trial. He has an AI cert from MIT and has CIPP/US, CIPP/E credentials.
INCIDENT RESPONSE WORK
As the leading member of the firm’s incident response team, Jesse assists with containment, forensics engagement, internal and external communications, notifications to potentially impacted persons, regulatory reporting, law enforcement negagement, legal analysis, risk mitigation, recovery efforts, third party risk, related claims, and responses to third party claims. He works with clients and insurance carriers, to help organizations stand back up again as quickly as possible while minimizing risk.
Jesse has extensive incident response experience from his time at the DOJ, where he served on the incident response team, managed breach investigations, and helped redesign breachhandling procedures for improved effectiveness. His work continues at The Beckage Firm, where he guides enterprise and national security clients through high impact cyber events for clients of all sizes and industries.
LITIGATION WORK
Jesse’s litigation background spans private practice litigation, national security related legal matters, and regulatory inquiries at DOJ and DHS. His practice includes defending organizations in cybersecurity, privacy, and government investigation contexts. He brings extensive litigation experience, as well as mediation and arbitration experience, supporting clients across disputeresolution forums. He has led cases through trial and works hard to make sure that clients are informed, involved, and obtain the best outcome possible.
